Seat belt monitoring system monitors that a seat is occupied and that the seat belt is buckled. If belt is not buckled or the buckle is attached before the seat sensor is activated, then the driver is alerted with a visible and audible warning. The system can be used in conjunction with a vehicle data recorder so that warning can be captured and saved for analysis at a later time.
